By-laws can be examined in the Office of the City Clerk located at City Hall, 8th floor, between the hours of 8:30 a.m. and 4:30 p.m. inclusive on regular business days or an electronic version can be accessed by clicking on City By-Laws in the Resource section of this page.
The electronic versions of the by-laws are in pdf format and are provided for your convenience. Although every effort has been made to ensure the accuracy of its contents, The City of Saint John does not assume any responsibility for the reliability of the contents. If an official version of a by-law is required or to ensure that there have been no subsequent amendments, reference must be made to the paper version of the document which is held in the City Clerk’s Office.

The Municipalities Act provides that an owner or occupier of a premises, building or structure who has been given a Notice to Comply and who is not satisfied with the terms or conditions set out therein may appeal to the Saint John Substandard Properties Appeal Committee by filing a Notice of Appeal by registered mail to the clerk of the municipality within fourteen (14) days after having been given the Notice to Comply. The Saint John Minimum Property Standards By-law also provides a similar right of appeal from a Notice to Comply issued under said By-law. The new appeal procedures are subject to the Provisions Governing the Procedure and Operation of the Saint John Substandard Properties Appeal Committee and are available online.
