WHAT IS THE CITY OF SAINT JOHN BUDGET GAP?

Every year, Saint John's costs are growing at three times the rate of growth in property tax revenues. This imbalance creates a budget gap that must be addressed.

In 2017, the Province of New Brunswick committed to a three-year funding agreement to address Saint John's budget gap. This funding will expire at the end of 2020, and the City must find an average of $10-million in each of the 2021 and 2022 budgets to achieve balanced budgets.

By law in New Brunswick, all municipalities must balance their operating budget and cannot run a deficit. The City must take action and focus on the delivery of core municipal services in the community.

A FINANCIAL STRATEGY FOR A STRONG FUTURE

The City must make budget cuts in the short-term, and continue to advocate for fundamental changes from the Province to bridge the gap between growing costs and low revenue growth.

The focus is on affordability. To address the budget gap, the City is looking across the entire organization and at all expenses for opportunities to be more efficient and reduce costs. Savings will be found through two comprehensive approaches:

  1. Finding internal efficiencies through a review of how the City, agencies, boards and commissions are structured to deliver services in the community.
  2. Finding cost savings and revenue opportunities related to services, fees and facilities.

The City will be strategic in its actions to minimize the impact of any cuts on future growth.
