Saint John Fire Department has implemented cost-of-service recovery fees for fire prevention services

In an effort to recover costs for professional fire prevention services offered by the Saint John Fire Department, Common Council approved adjustments to the fee structure through the Fire Service Fee By-law, Schedule B, in July of this year.  

Schedule B of the By-law consists of fire prevention and investigation activities that other regulating authorities currently collect fees to cover. The City’s new fee structure aims to recover personnel costs and expenses associated with stand-by services (when fire fighters are required on site), select incident and investigative reports, clearance letters, fire re-inspections outside of scheduled frequency, costs associated with fire evidence investigation by a third party, and select permits and special requests.

The majority of the new or increased fees apply to commercial building owners, care facilities, legal and insurance companies, and inspection services pertaining to liquor licensing. The new fee schedule does not typically apply to services required by the average resident or homeowner.

Adjustments to the City’s traditional fire service fees have not been made since 2005. The changes come in an effort to more accurately reflect the cost of providing the services, and are similar to those of other fire services across Canada. The fees are projected to generate an additional $20,000 in annual revenues.

Further by-law changes are expected to go before Council for consideration in the coming months, for implementation by January 2021. These fees include Fire operational response to incidents such as repeated false alarms, nuisance calls, etc.
