Winter Management Plan updated for 2011-2012 season


As winter approaches, the City of Saint John reminds citizens that cooperation is the key to a successful season. Parking off-street and avoiding travel during the height of a storm can go a long way to helping the City mount an efficient response to snow and ice storms.

The Winter Management Plans outlines service delivery objectives for street and sidewalk plowing, as well as outlining the challenges to the maintenance of roadways and pedestrian walkways during the winter caused by on-street parking and storms. Common Council accepted the updated plan at the November 21st meeting.

This year’s plan includes changes to the sidewalk plowing route. A map of the routes will be available on later this week. Street plowing follows a priority system.

Priority 1 – Arterial streets, highway connections, emergency routes;
Priority 2 – Major bus routes, schools, community centres, business districts;
Priority 3 – Collector streets, minor bus routes, industrial parks; and
Priority 4 – Local or subdivision streets.

Service objectives for the clearing of streets begin once a storm ends. This allows for plows to make the main arteries of the city safe for first responders and general travel. Citizens should remember to exercise caution when traveling during winter storms.

Winter overnight parking restrictions will be in effect beginning December 1 until March 31, as outlined in Schedule ‘R’ of the Traffic By-Law. Parking rules for exempted streets are determined by Schedule B (parking restricted on one side or another of a street), Schedule H (alternate side parking in Lower West, the North End and Mount Pleasant areas between November 15 and April 30) and Schedule H-1 (year-round alternate side parking in the South Central Peninsula). New this year is the Saint John Parking Commission’s new online parking space matching service. The site, which can be accessed from www.shareyourride.caby clicking on the Parking Space Finder icon, will launch in December. It connects citizens with off-street parking needs to property owners with off-street parking available.
